The younger generation, also the future generation to lead this country, will not be efficient if they can't read at all. Thus, the gahment, in all their power and might, is seeking for the best system to educate the children to be literate in the international language. Many can't read at all, let alone construct a perfect sentence without any grammatical mistake.
The best option to start is starting them young. It's harder to educate the older generation as some just shut down in learning especially in mastering a language.

CONDOLENCE
Usually we offer our condolences to the family of the deceased, but not to the deceased himself. Offering condolences to the deceased happen when the deceased has been a victim of abuse or a victim of massacre.
Even a multiple degree holder who is also holding the highest degree in education fails to address the family of the deceased properly when offering his condolences.
